In Fairfax County, the change happened very quickly. In little more than twenty years, the once bucolic district with its horse farms and largely white population became a sprawling, urban landscape of shopping centers, traffic jams, and discrete communities of immigrants from all across the world. As has happened in other communities-in-transition, the schools in Fairfax County were among the places where these changes could first be seen.

In 1985, 80 percent of the students were white. In 2005, the percentage dropped to 50.

The number of students in English as a Second Language classes more than doubled in those years.

The county remained one of the richest in the country, but suddenly the number of school children who receive free or reduced-priced meals reached 20 percent.
